As set by the USDA meat should be cooked at the following temperature to consider it safe for human consumption:

Ground beef mixtures/hamburgers: 160 degrees F
Steaks and roasts (medium rare): 145 degrees F
Steaks and roasts (medium): 160 degrees F
Steaks Roasts (well done): 170 degrees F

To make sure that you are getting an accurate temperature for cooking use a meat thermometer.

Preventing Burned Meat Loaf Tips

To prevent your meat loaf from sticking on the bottom of the baking dish arrange two pieces of bacon at the bottom. When the meatloaf seems to be burning on top reduce heat. For 1 ½ pound of meat loaf a maximum of 90 minutes over a 350 degrees F would do fine. If the instruction on your recipe requires it to bake at a much higher temperature, take the last 30 minutes baking the dish with a cover of foil.
